To Parse is to look at the syntactic or grammatic role of words and phrases.
This is why knowing the Parts of Speech is essential to learning any language.

Grammar vs. Syntax
Most people, but not all teachers, use “grammar” to refer to not just word order and word form, but punctuation as well.
This leads to the problem of confusing prescriptive grammar (Wikipedia) and descriptive grammar, which is truly syntax. There is more on prescriptive grammar in the Style Section. When you put words in order according to the rules of a language's syntax, you are PARSING (MW Dictionary).
WH-movement is clearly syntactical and thus descriptive, but sentence structure is addressed under the Writing Homepage.
